Sewerage & Drainage Coordinator


Overview
This position supports and works with the Manager, Project Manager and Supervisors within the Sewerage and Drainage department, to plan, organize, coordinate and deliver operations, maintenance and construction services. Under the direction of the Project Manager, the Sewerage and Drainage Coordinator exercises initiative, independent action and judgement in coordinating project operations. 

Examples of key responsibilities include, but are not limited to:
Overview

  • Coordinates the CCTV inspection program that assesses the condition of sanitary sewers to inform the capital program, fulfills Metro Vancouver’s requirement of inspecting all sanitary sewers on a 20-year cycle, and mitigates the risk of failure and unplanned service interruptions by identifying rehabilitation and replacement requirements.
  • Performs ongoing CCTV inspections and ensures any data collected is consistently managed and accessible.
  • Reviews and maintains the quality of pipe line inspections in accordance to NASCCO and City of Richmond standards.
  • Identifies operational and structural defects, including severity within the completed inspection reports. (Prioritizes and coordinates any required work).
  • Liases with external and internal work agencies to coordinate project timelines.
  • Coordinates, schedules and directs internal and external work crews on various work sites and locations.
  • Develops contracts, agreements, business plans, tender documentation.
  • Uses IPS for initiating work orders, asset management and financial administration.


 Knowledge, Skills & Abilities:

  • Knowledge and application of the of the City of Richmond’s policies, practices and procedures to daily activities.
  • Knowledge in City of Richmond Public Works, Parks and Engineering Operations
  • Knowledge of provincial and federal regulations pertaining to Sewerage and Drainage 
  • Knowledge of the hazards and safety precautions necessary for work in Sewerage and Drainage
  • Knowledge and skill in using City computer applications such as IPS, GIS, PeopleSoft, POSUM, GIS and Microsoft programs in an office or mobile environment.
  • Ability to make decisions independently within defined standard practice such as prioritizing work assignments, scheduling staff and determining equipment needs.
  • Ability to read and interpret engineered drawings, plans, blueprints and diagrams and make decisions based on findings
  • Ability to establish and maintain effective working relationships with internal and external clients
  • Ability to generate clear and concise reports 
  • Ability to provide direction to work crews through assigning tasks, allocating work, listening and responding to concerns, monitoring work and communicating progress 
  • Ability to appropriately source equipment and materials for projects and provide feedback for equipment and resource improvements. 
  • Ability to maintain accurate records (paper based and/or digital records), reports, estimates and perform related administrative tasks.
  • Ability to train, coach, mentor, teach and motivate staff.
  • Ability to analyze and report on operational performance, including writing reports. 
  • Ability to effectively communicate ideas in verbal and written formats.
  • Ability to effectively manage change to assist in creating and maintaining a positive work environment. 
  • Ability to prepare project schedule, plan outlining scope of work and required resources and equipment. 
  • Ability to prepare specifications and scopes of work, supervise contractors, monitor budgets, schedule resources, establish operational and safety procedures and prepare written correspondence.
  • Ability to perform all duties with a high degree of initiative, independence of action and judgement.
  • Skill in project planning, project management, research and critical analysis, with ability to make recommendations and decisions based on analysis.
  • Ability to undertake research into various sewer system inspection technologies and prepare recommendations.
  • Ability to successfully clear a Police Information Check.


Qualifications and Experience:
Completion of grade 12 or equivalent supplemented by supervisory, leadership and technical training and/or additional education related to municipal operations work. Plus a minimum of two (2) years related experience in municipal operations, inclusive of project management, procurement and communication experience or an equivalent combination of training and experience.

Licences, Certificates & Registrations:

  • Environmental Operators Certification Program (EOCP) Wastewater Collection Level 1
  • Valid Class 5 Drivers License for the Province of B.C


Working Conditions:
Duties are shared between an office environment and work sites.  Occasional exposure to hazards associated with construction and excavations sites is required as well as routine periods of light physical effort, visual effort and mental concentration.
